Added formatting shortcuts. Select text and use:

John Preston e998bd0b3f Parse command line natively on Windows. 
Use CommandLineToArgvW() so that unicode arguments are preserved.

Move some global code to core/launcher:Launcher.
It should replace settings / platform_specific module in some way.
