Advances the vendored ruv-neural submodule from the stale 'Initial' pin (1ece3af) to current main (81be9e1): the static web console UI, the closed-loop neuromodulation platform, repositioned README, and the @ruvnet/ruvn companion-tool mention. ruv-neural is not a v2 workspace member, so this does not affect the workspace build (cargo metadata resolves clean).
